I think the incest tag should go.
Yes, I'm aware they're blood relatives. Yes, I'm aware of the shippers who like to pair them.
However, there's nothing overtly sexual or romantic going on here. They're just dancing, not kissing or cuddling or undressing each other. They could be practicing together for a formal event, for all we know.
It doesn't really matter what the artist intended, for tagging purposes, because, as far as I recall, the policy is "tag what you see, not what you know."
