Well, the "kana" is just a particle on the end, sort of like ending your sentence with "right?" or "is it?".

Also, the shi (し) at the beginning of the right side might be a stutter. 親戚 is "shinseki" in romaji. So oddly enough, Anon1 mightn't be entirely off.
