I hope not, because there isn't any visible. Lack of visible genitalia and being hardly (if at all) suggestive qualifies this post of questionable at most, maybe even safe, since not even breasts are showing. This would never be rated explicit. Ever.

It is clearly a suggestive pose, and h? Being closely associated in japan with sex and sexy. This is questionable. At least.

This could easily be construed as her asking for sex. Although you would need some knowledge of Japanese culture to pick up what the h means.

I agree that it should be questionable but what kinda of idiot looks at Gelbooru in class or at work? I mean even the "safe" rating isnt fullproof and dont start an argument that you dont have a computer or laptop for your personal viewing. The possibility of being labeled as a sexual deviant surely out weights looking at some anime site, plus their property really isnt for your pleasure.

That's an ん, which reads "n"

So, basically she's saying "N?", which is a very similar expression to "Hmm?"

But even if it was her asking for sex, it wouldn't qualify for explicit at all anyway.
