I feel like I can watch the 8th OVA several times over without ever seeing this scene.

It probably isn't so much an issue with the source, so much as the sites I'm using are mislabeling the episodes. For what it is worth, they are doing it with everything. And this series has it worst.

I tried episode 8 of the tv and OVA... neither worked.

I had some trouble finding it too. It's in the ninth OVA, which is numbered 8, and it's about 19m30s into my 23m53s long version. It's really short, there's not much more to it than there is here, so it's easy to miss if you skip through
