I unfortunately never got all that far into the game, but all I do remember is that her house went up in flames, and her burn scares made her a hinata-like self-conscience. I don't know if she says anything about what happened, or how it was set, but this makes me feel as if she has an alternate pyromaniacal personality, or that her subconscious is pyromaniacal, and that she set the fire

How about the following: her parents were actually evil scientists, who wanted to bind a fire spirit to their daughter to control it (comething like the jinchuuriki in Naruto). The fire spirit broke free, get über-pissed, killed them both, set the house on fire and injured Hanako in the process. The spirit could've killed her, but since she was only an innocent child, the spirit felt bad about injuring her and rescued her from the burning building. The secret organization, who these evil scientists worked for, paid for the tuition of Hanako, since that was in their contract.
