He has the ability to unfreeze time for just one person besides himself, in other words to control the stopped time on a case-by-case basis. It makes for some pretty interesting scenarios in some parts of these CG sets.

Also, if you've read a bunch of them as I have and payed close attention, you'll notice that his power is less stopping time and more similar to Rolo's power in Code Geass. It stops the people, not time itself. As shown by, for example, in another image where he has a threesome with another guy whose time is stopped and the stopped guy is able to get hard and ejactulate still (plus the fact that in another place it's shown that some shady guys are recording him on hidden cameras).
