Anon 1, I wouldn't say she was cowardly, I'd say she seemed more over protective of Naruto and had little faith in his abilities. Unlike his real mother who had enough faith in him to know he'd be able to fight and control Kyuubi and protect the village.

Naruto new right away that this world was a genjutsu. But since he couldn't break it he decided to lie low and try and think a way out. His mother is pissed because he was actively ignoring them because he didn't want to suffer

I don't know about that anon1. It seems like they have different priorities depending on the universe. In the series they're supposedly a family of "ninja" where the protection of the village comes first and in the movie they are a family that happens to fall under ninja profession where their own family takes priority over the village.
Now that I think about it I think they mentioned it once or twice in the movie.
