Ok, I know he's seperated into Xemnas (body), Ansem S.o.D. (heart) and the lingering will (mind), so he does not realy count to the 7 guardians of light and is probably replaced by Lea (or even Roxas?). But to me, he still belongs to the Guardians, but it's just my opinion...
