Now why can't the animation look like this all the time? I know Oda has the money to do it, so why is the anime's animation looking so crappy lately.

Oda isn't involved with the anime, it's just Toei being cheap. His schedule is as full as it is with the manga.

I personally love Tomita Yoshikazu's animation. Sadly he isn't involved very often... Oh and dont worry, you will get your 'dat ass' gif soon, probably twice.
