True, it learns it (by breeding only as far as I know), but then again we're talking about an attack that would do neutral damage at best on a Gardevoir, top that with Arbok's MEH attack status and a lack of STAB for using that move, and a decently trained Gardevoir would be able to survive at least one.
Point taken, but Payback would be more effective since it's also physical and is triggered after the opponent attacks, thing that doubles the move's power to 100 base power.
(Faster not always mean better after all).

Now Arbok just needs to be sure he starts digesting her before she regains her strength & obliterates him from the inside. His insides probably wouldn't fare well against a Thunderbolt.
