It's definitely drawn by an artist who is a fan of shiki's.

But here's the thing, these original fanarts really need to be tagged as the original inspiring artist as well because otherwise they tend to get buried and forgotten.

Yea this is not Shiki's if you cant tell from the entire picture then look at the eyes of previous work and then this clearly visible..unless he just got super lazy which I doubt any good artist would do...
