Because this is the better of the two versions. The highest-quality version will always be kept over all other versions, even if it's incredibly difficult to tell. The order in which they are uploaded only matters if they have the exact same level of quality.

The file size on this one is much bigger, for one.
Also, if you zoom in on this one and the previously uploaded one, you'll notice that the previous one had more jpeg artifacts.

So really, it's not actually difficult, you just have to get a really good look at the two to tell the difference.
