The question is weather Ichika is more upset with being in a dress or being in the situation he's in?

Personally I think it's the latter. Because he goes to an all girl's school, I think that crossdressing is the direction he'd eventually find him self going towards. Even if he hadn't done it before, and if just to fit in, at first anyways... Ichika seems to understand fashion, and a girl's point of view toward her personal fashion choices more than any guy who doesn't have a natural predisposition to crossdressing.
