It's definitely not Tsubaki. The biggest hint is the hair color and the fact that Tsubaki's God Arc looks nothing like this one. Reading the Second Break manga, like anon1 said, would be your biggest giveaway but if you still need proof it's Alisa then 23 said it himself that this is her so that's pretty definitive.
