^Because it is in fact the outfit the female Pokemon Center attendants wear in that specific manga. Which I guess by proxy would be that artist's depiction of the Nurse Joy character.

Hell, I still have some of the first few Viz Comic printings of this. I believe the first part(s) of this manga goes by the name "The Electric Tale of Pikachu" in English if you're looking for it. Good luck with that, though.
