I have no way of officially knowing right now, but I suspect the artist is Koyama Hirokazu.

It'd be pretty cool if it was, since Takeuchi Takashi did the ep 1 eyecatch for D-Frag. So much Type-Moon love.

Definitely Koyama. Onodera's eyes make it obvious, very reminiscent of Soujuurou's expressions. Takeuchi simply doesn't draw eyes that way.
