Seeing as centaurs don't really have marriages in their own tribes and usually go around topless I'm assuming she's a city centaur who is married, quite possibly to a human. This type of mixed marriage is common in the Scrapyard Century after the several recent E.L.E.(extinction level event) level disasters that have effected all the races of the world.
