No, it's a parody of the old "Honest Axe" fable where a man dropped his axe into a lake/pond/river(I forget which), a spirit appeared and asked him if he dropped a Gold or Silver one, and when he tells the spirit that he dropped neither, he gets back his actual axe and both of the gold and silver one for his honesty.
But since Valentine(the version portrayed by this artist, anyway) has a raging lady-boner for Painwheel, Double's attempt at an Honest Axe scenario has... Kind of derailed.
