Kinda suspicious how the censoring is aligned perfectly with JPEG block boundaries. Is it possible to losslessly decensor this in the compressed domain?

Yes. Google gmask. It's a tool designed to censor (thus also uncensor) images. This one only required negative and win masks to clear it up.
