Incorrect, Amane is not step-sister nor sister-in-law... she was adopted because Hokuto was born, because Hokuto's parents wanted a daughter. So this isn't actually incest. In fact Amane remarks she hates the fact they aren't blood related because it means her incest isn't actually forbidden love, or incest at all. So really, she just likes playing like it is.
