The artist seems to draw loli, and makes it visibly obvious when a character is not loli, through boobs :3

Appearance is all that matters for the loli tag, though, and even though she doesn't have large breasts, she does appear to have adult proportions otherwise, so I'm going to remove the tag.

Did you look at her clothes? they are obviously waaay to big for her, making her arms and legs look longer than they are. imagine her without it. she has a flatchest, she's slim (i'd say too slim for an adult) AND she has no public hair. what makes you think this isn't a loli? i won't just readd the loli tag, i'll let you guys say what you think first.

The rugged clothes, the torn fence, the decaying perhaps abandoned building, the strange high pointed towers, heavy fog filling the air and the ominous looming shadowy shape in the background, covering much of the sky. I doubt it was intentional, but to me this picture seems to inspire an atmosphere of very distinct postapocalyptic hollowness similar to McCarthy's "the Road" or Orwell's "1984". And the young girl sitting there, with a happy smile on her face and engaging in playful sexually-explorational activities, that seems to show that the world moves on despite everything; a very positive and beautiful message. However I am almost certainly looking too deep into it.
