Uh, yeeeesss they do. While rare, levels have been mentioned several times during the course of the anime. I think the first time was in Episode 9, in the first season.

I just wish they'd change the MC every gen, so that we wouldn't have to see pikachu's level scale up or down to the level of whatever pokemon he fights. It can be interesting seeing a low-stat pokemon like pikachu take on a fucking uber and win, but it's still irritating to see it lose to a level 5 starter directly afterwards.
