I'd call it adorably hilarious because yuhata like building those models in the series (might play with them, I don't know it isn't shown) and tsumugi want to make friends with the people on sidonia. So in my opninion I think it's both.

Little Tsumugi model is not really a toy, it's Tsumugi modifying one appendice into one.
