Most of that is actually an indirect effect of meth abuse. The drug itself does have significant negative side effects when abused, but most of what you described are the result of addicts not bothering take care of their health (e.g. malnutrition and no dental care), plus the damage to the body caused by repeatedly staying up for days on end (although that mostly has to do with inability to regenerate damaged muscle, as well as brain function.)
It's possible to use meth safely if you monitor your intake like you would prescription amphetamines (and meth can actually be prescribed in pill form.) But yeah, it's still one of the most addictive substances so the vast, vast majority of people should stay the fuck away.
