It's the Honey Bee Inn outfit. It's one of those "alternate reality" things where Tifa really did start working at the brothel.

There's an unused section of the crossdressing quest for Cloud in the game's files where Cloud gets one of his outfit pieces at the Honey Bee Inn, where he finds that Tifa is their most popular girl, which is how she got to Corneo.
