Pft, there'll only ever be one third party rep per developer. People expecting Tails, X, Zero, Knuckles, Raiden, Meryl, etc, are expecting too much from Smash Bros., which has and always will be primarily about first-party characters first and foremost. It wasn't even until the third game in the series that there were any third parties at all, and in that and Smash 4, the exceptions are few and far between- each of them has had significant history in video games and/or with Nintendo.
Oh, and one more thing, Goku will never been in Smash Bros. I've seen it suggested so much, but they all forget one thing: Goku originated from a manga. In brawl, 4 and probably the series from now on, third parties must ORIGINATE from a VIDEO GAME.

That's a dumb rule. So If a Mighty no.9 comic premiers before the game or by any chance the animated series drops first, it's not eligible for Smash like Strider? Oh well.
Who cares, what really needs to happen for X and Goku is two things.
1. Capcom needs to make Capcom All Stars vs for next gen consoles. Put X and all of Capcom's greatest characters in that game and built a great game learning from past mistakes from games like MvC3/UMvC3. It will be a success.
2. Use the momentum and the assets from that game to create Shonen Jump vs Capcom. Put Goku in it while keeping in X.
3. BOOM YOU HAVE A CLASSIC! But instead of Pikachu, Sonic, and Mario, you'd have badasses accross the board like Luffy, Vegeta, Zoro, Kenshiro, Yusuke, Kenshin, Jotaro, Asura, Gouki, Strider, Fou Lu, Zero, Samanosuke. (Old) Dante. Granted Capcom actually makes a badass roster and doesn't fill it with fluff. But it's SJvsC how can you go wrong roster-wise?
