It's not the worst ship out there. Though the main fuel of it, with Kagura admitting to growing unusually emotional when it comes to protecting Noel, makes it feel a tad forced on the part of the creators.

Yeah, Kagura comes off as a bit of a sue. I imagine that when he gets his ass kicked a couple of times in the next game he'll get toned down a bit. Admittedly he's at least a decent character for the most part, it's the best of the best thing at everything that makes him a sue which wouldn't be so omnipresent if he lost one or two fights.
