Does it matter? This art looks good to me, so who cares who drew it. Also imo that "rule" isn't about WHO drew it, it is about the style of drawing. This style is clearly anime, Japanese in origin.
But if I am wrong, then that is a pretty bigoted rule... almost a joke.

Youre partially wrong. Style of art doesnt matter. All that matters is the arts subject, which in this case is japanese of origin. Non Japanese artists seem to be able to stay if their art is considered quality enough (IE: JCDR, Slugbox, LEgoman, etc.)
