I have seen the character request tag, but wouldn't this guy be the NPC seller of Howling Abyss against Lissandra? Of course it wouldn't make sense but that's what it looks like.

It is him, before he became a ghost. If I remember the lore correctly his tribe was destroyed fighting Lissandra in the past.
