This is tagged as Kshitigarbha, so I'd might as well give a bit of a history lesson.

Kshitigarbha, known as Jizō in Japan, is the Bodhisattva (roughly the Buddhist equivalent of saint or savior) of Hell. He has made the vow not to achieve ultimate enlightenment until all of hell is empty. He uses his powers to attempt to save as many people as he can from Hell, also known as Naraka in Buddhism.

He's normally depicted as a bald monk with a halo behind his head, but it seems he's spend a bit too long in Naraka and has taken a more hellish form here.
