The scaly guy is actually the hardboiled detective protagonist of Keyman. And he is a T-rex.

Basic plot is that you have a world where semi-superpowered animal people just showed up, and a few decades later it settled into...well, as well as 1920-1940's america would be for such a distinct racial group.

There is only one REAL super hero (fairly superman-ish-invulnerable, flying, super strong, etc)...and he just got murdered. And this detective has to deal with the fact that magic is appearantly a 'thing' as he gets to the bottom of this whole mess.
