Not to nitpick, but how do we know she's a loli? W/o the rest of her body to compare against, i'd just say that she looks young-ish (mid-late teenager)

This is based off of the Kujibiki Unbalanced real anime. The character's name is Akiyama Tokino. She is definitely not a loli but the flash anime this originated from does indeed have 2 lolis which is most likely why it was label as such on swfchan. The creator of the flash is Zankoku Doumei. The name of flash itself is Washira Magazine 02.
