Because it takes a lot of money to make one. This title didn't sell very well (only 241 copies on dlsite). And with the price tag of 4,536 yen and no actual sex, many people find it not a good purchase. The producer probably went bankrupt after making his "dream work".

Sadly besthsq nailed it. This was a very specific project with a high budget and not a big audience. It was also released in limited edition. I'm sure the creators weren't concerned with making money, they just wanted to make their "dream work" as besthsq put it.

It was also sold along side a doujinshi bundle so it may have just been created to help sell that.

There are so many new audiences every year for porn anyways, so the low budget hentai will always have a market. For the more niche ones there must be a good way to connect the creators and the consumers. Crowd-funding platforms are a good choice. Unfortunately you can't do that with pr0n. Porn is nothing less than an art form in itself. The thing about porn is that it's too damn easy to make money with it. So the "authorities" set up regulations to protect a monopoly. Just like with drugs, when you make it illegal, it makes that cartels earn more money. Then they would pull out a share.
