Actually no. In Japan his name is indeed Balrog. The fighter we know in the US as Balrog was supposed to be M. Bison, and M.Bison was supposed to be named Vega. But copyrights and such kicked in and the names got switched around.

Correction. It wasn't copyrights that made them switch the names around. Originally, the character known as Balrog in the US was supposed to be M. Bison. The reason the names had to change was due to Japan fearing that Mike Tyson would get pissed that a black boxer character was a bit too close to his own name. They feared he'd sue, so they simply swapped the names of the three bosses.
