Rotom's typing doesn't change depending on it's form, so it would still be Ghost/Electric. What it does get is access to the move Milk Drink.

In gen 5 and 6, Rotom's type DOES change on form.
Only in Gen 4 did it always stay Electric/Ghost
It replaces ghost for Fire/Grass/Water/Ice.

Ghost/Normal? That sounds broken as hell. Normal typing means other ghosts can't hit it, and ghost means fighting can't hit it! You'd have to go after it with Dark moves exclusively! And with Milk Drink, it would have reliable recovery!
But of COURSE Rotom-Milk would be the most powerful.

A Ghost/Normal could work if it had a special ability that gave something like "boosts health boost from healing moves and food (e.g. Milk Drink), but damaged by physical attacks (milking machines are sensitive)". It could be called Milk Drinker or something (a TES reference).
