Actually in the ranma movie Shampoo was getting along so well with Fem ranma that Akane stepped in to break them up.

actually if what i recall correction Kanrabat, she needs to be doused in hot water. If shes simply sitting on the edge like that with a single foot it it's not quite enough to trigger the curses counter. Till her ability to attract Chaos kicks in they BOTH slip in and suddenly Male Ranmas the one in the girls side of the onsen. Hehe
