Ganguro was a fashion for ONE decade (the 90's) among a few Japanese girls in two cities. Besides a tan, it was also defined by GARISH MAKEUP (and bleached hair). Oh, yeah, outlandish combinations of cloths and accessories, too.

Could we please just call this a girl with a tan (or dark skin), now?

A similar trend (Or perhaps a variation of the same trend? I'm not sure) called gyaru is still in these days.

there are still ganguro girls in 2015, so no, she is ganguro and not just 'tanned'

gyaru is a variation, almost the same, just with schoolgirloutfits
