To quote the Terms of Service:
Images may be given exception to the rule if they meet our quality standards. These exceptions are given on an image by image basis, and it's quite rare for all of an artist's works to receive one. This image does not meet our minimum quality requirements. The rest either do, or have not yet been evaluated.
