That quote is from page 179, and is appended to the Hero's Shade's concept art. Page 118, on the other hand, directly states it while relaying the in-universe narrative. :

The spirit of Link's ancestor, the Hero of Time, teaches him his secrets. Ever since returning to the Child Era, the swordsman has lamented the fact that he was not remembered as a hero. This is the reason he passes down the proof of his courage and his techniques to the Link of this era, addressing him as "son."

So yeah, there's no reasonable doubt here; Either you accept that the Hero's Shade is the Hero of Time, or you go full Death of the Author and reject all the other canon facts confirmed by external sources.
