I'm not 100% sure but I'm fairly certain that this picture is based upon TERA Online (that outfit certainly looks like one of the High Elf ones, and I could see the girl on top being an Elin)

You are correct. This drawing depicts a High Elf and a "mature" Elin from Tera online. Mature, since Iri Neko does not draw loli characters. :3
