Hoopa is a recently announced Legendary for Generation IV.

Hoopa is also a complete asshole: stealing all kinds of valuable shit from people, and on one occation when people pissed him off teleported them to the middle of a desert.

Hoopa is a Psychic/Ghost-Type event Pokemon that was announced recently. It appears to be a genie-like Pokemon known for teleporting stuff through rings, or "hoops", as it's named after.
