I do not feel like this is accurate. Judging from what I've seen in the show, I would not agree that there was such a size difference between 4th form Frieza and Goku. Frieza's 1st and 4th form were roughly equivalent to Vegeta who is not too much shorter than Goku. Also (and this is still just my opinion) I think Frieza's 3rd form is a bit shorter than his 2nd.

Third form is only shorter than second, due to the fact it's hunched over.
