Because back in the Meiji era of Japan, Japan wanted to appeal more to western cultures. They figured censoring their pornography was a step in that direction.
Fast-forward to more modern times and Japan simply hasn't overturned that archaic law simply because it's something their ancestors put up over a century ago and they should respect their decision.

Wasn't censoring introduced with the new constitution imposed by the US after they nuked Japan into defeat? And then the moral thinking of US society of the era shaped Japanese pornograpy since then. Oh well, at least we now have bukkake thanks to the fact that they can't show genitals but can show semen. ^___^

By the way there is uncensored porn in Japan, hentai illustrators sometimes upload uncensored images. This has nothing to do with child pornography laws though. Also, Pixiv and Nicoseiga, the two sites most of the Gelbooru content comes from, being Japanese, has their servers in Japan.

Actually SystemError, porn was outright illegal in Japan during the second World War. Among other crazy things done by the Japanese Information and Propaganda Department such as complete removal of Freedom of Press. ALL press material had to be reviewed by government censors and they were pretty anti-porn.

The U.S. and allied powers actually abolished all censorship but parts of the Japanese government insisted that parts of Article 21 still be used. So censoring of things by the press is still a thing.

It is my understanding also that any and all commercial works released in Japan must be censored, period.

Things uploaded created and freely to sites like Gelbooru would be a different story.

It's probably not wise to ask for a legitimate answer to something like this in the comments section of Gelbooru, or most other sites for that matter. All you'll get is people who think they know what they're talking about, but don't, people talking out of their asses, half-truths, or regurgitation from quick and not necessarily reliable Wikipedia/Google searches.
