Because bare_breasts does not mean the same as breasts_outside. The breasts_outside tag is only for when her breasts are exposed outside of clothing, such as an open shirt. bare_breasts would apply to breasts exposed with no clothing and the breasts tag already covers what bare_breasts would.

Only if they have no shirt. They can also be nude, in both cases the breasts tag covers it.
