1) learn to tag, futanari and yuri in this case can't be used together.
2) you didn't look at the genres, otoko no ko is one of the genres the group added. Its even mentioned in the contents. What is said on the cover doesn't necessarily mean that's all it contains.

Gelbooru's tagging policies and definitions override anything that the artist says about an image. We have a tag-what-you-see policy. Just because the artist considers Tobari to be a dickgirl does not mean that we consider Tobari to be a futanari. The only alternative tag for dickgirls that we have is "newhalf", which doesn't apply to characters with Tobari's appearance.
In specific, there are parts of the video where you can easily see Tobari's perineum, and there is no vulva present. As such, the "futanari" tag does not apply to Tobari - for the tag to apply to a character on Gelbooru, they must have both a penis and a vagina. And since, as mentioned, Tobari's body type does not meet the requirements for Tobari to be considered a newhalf, we must consider Tobari to be male and tag accordingly.
