I have 2 references in mind:

1) Shes trying pur her sister Cynthia's hairstyle (cause lets face it, chrom and sumia are basically canon)
OR
2) Hatsune Miku reference, as shes the worlds number 1 princess. Which I agree with ;)

Honestly initially thought it might have been referencing to Nico Yazawa, but I'm certain there's a lot more other characters with twintails and red hair bows.
The picture might not be referencing to anything though.
