Different anon here! I'mma just say that's because this is just the end of the fight. The whole thing is pretty long, and basically a homage to DBZ where they go back and forth a good bit - though Rob dominates him most of the time. Over all, I think it's the best fight in the series so far, though all of the Pirate War scenes are amazing, too.

Yeah, Lucci was basically dominating Luffy this entire fight, but getting caught off guard with Third Gear hurt him a bit. He couldn't avoid Luffy's attack, so he made the stupid mistake to use Tekkai. Lucci was frozen in place because of it and took the full brunt of Luffy's Jet Gatling.

#RBrim08 Actually, Once Luffy activated Gear Second he was clearly faster and stronger than Lucci.

When G2 Luffy was "fresh", Lucci couldn't even dodge Luffy's attacks and was getting pummeled, and this only changed after Luffy started getting tired because of the form's rapid energy consumption. Only then the fight stopped being so one-sided in Luffy's favour. And even then though, Luffy was the one on the offensive most of the time, so I don't know what you mean by "Lucci was basically dominating Luffy this entire fight". The only times it looked like Lucci was gaining the upper hand was when he landed a Rokuougan and Luffy struggled to get up. Whenever they exchanged blows, Luffy was the one coming out on top 90% of the time.

Also, he didn't dodge Gear Third because of his own overconfidence and inability to properly analyze the technique. These were his own shortcomings and weaknesses. He thought it was a just dumb "balloon" move and decided to tank it. And it didn't just "hurt him a bit". He literally stated his legs had fractured from the impact, which is why he couldn't reach Luffy before Gear Third's side-effects ended. He also stated the impact was so great, he actually lost conciousness and blacked out for a few seconds after being hit with it.

This last part is important because he was falling into the ocean while saying that he was losing copnciousness, which would've been an automatic defeat. But since a marine battleship conveniently happened to be passing by at that specific point on that specific moment, then his life was saved. So he was actually the "lucky" on this battle.

In the end, his strongest moves couldn't put Luffy down...while Luffy's finishing move here actually put him into a long comma, and he remained like that until he was hospitalized, unlike the other CP9 members who woke even before the Buster Call had reached them, proving the tremendous difference between the power of his attacks, and Luffy's.
