Finally managed to get the ban process finalized.
Revixy is gone. We had to leave the comments up to ensure that the site owner had a good idea of exactly how bad the situation had gotten. Sorry for the inconvenience.
For the record, we found Revixy to be responsible from the beginning.

I saw nothing wrong with him and others wanting a pic of this simply without the dick. Like I said, I dont like the pic with or without it, personally. But I read the comments and seemed like people were overreacting to his stated preference

Indeed, there is nothing wrong with stating your preference for images without a penis as long as you do so in a way that doesn't insult other users for their preference, nor with uploading them (assuming that the photoshop work was done well). That's not the reason he was banned, though. He was banned because he refused to stop stirring up the argument again and again after receiving multiple warnings from multiple moderators, and because he started resorting to insults directed at users of the site.
We try to make Gelbooru as much of a welcoming place as possible. While friendly debates in the comments are allowed and even encouraged, arguments that get extremely heated and veer completely away from the image itself are discouraged and stirring them up is a violation of Gelbooru's commenting guidelines. We try to stay as uninvolved with things like this as possible, but this was clearly a pretty big issue, so we we were unfortunately forced to put our foot down. I just wish it didn't have to come down to this.

A note to Jerl: Thank you for policing this site and keeping it user friendly for those of us who are interested in this kind of artwork. My hat off to you for taking a stand and eliminating those whose narrow-mindedness distracts from other's enjoyment.

personally, I think that there is nothing wrong with dick girl pics or Futanari in general; everybody has the right to get attracted to whatever they like to. On the other hand it is really bad to ban an artist just for the dick pics and to ask for a dickless version (although it could be really pretty) but we gotta understand that this and all of the others were made by him or her and we have no right to throw hate comments to the artist; just as they said in the other comments: we can critique the picture, but not the artist with hate comments; if you dont like it, dont watch it, simple as that
on the other hand; i have came across with some dick girl pics while looking for hentai content, some gross, some funny/creepy... but i have seen some of those that could be really fricking pretty without the Futanari.
there are a lot of artists out there, a lot of things can be/to be drawn, and also there are a lot of things that we can like; but dont critique the artist or what they drawn or what they like if you dont like non of them, dont just go throwing S#!+ just because you dont like it, just keep moving, thats what i do.
we are not one to judge artist/likes in general to the point of banning it.
