No, not really. Thongs and g-strings can easily hide themselves in that much space.

Normal-size underwear is also depicted as doing so quite frequently in hentai.

Unless we can be absolutely sure that none of these are present in the image, we assume that underwear is present in some form, but simply not visible from the viewing angle we have.

Pretty much that, yes. We don't see that there's no panties, so the tag does not apply.

Although, given that Touhou characters as drawn by this artist generally wear old-timey bloomers rather than what we know as “panties”, the tag doesn't apply only because of a technicality. She isn't wearing any, really.
