anon 2 is right, the male frog will climb on top of the female frog so it has the best chance of being the only one to fertilize the eggs once they come out, and guard its claim against other male frogs. the 'humping' motion your thinking of is most likely the male frog using its hind legs to mix the eggs and sperm together in a frothy mixture. its hip bones jostling about during this activity can be mistaken as a humping motion. but to be sure, most from species dont even have penises.
